About PSETA: Driving Skills, Learning, and Knowledge in the Public Sector

The Public Service Sector Education And Training Authority (pseta) Vacancy operates under the Skills Development Act to facilitate skills development, training, and capacity building within South Africa’s public sector.

Its mission is to ensure that public servants are well-equipped with the knowledge, technical ability, and ethical grounding necessary to serve citizens efficiently.

Knowledge is at the heart of transformation — and that’s exactly where this position fits in. The Knowledge Management Specialist will help PSETA capture, share, and apply institutional intelligence to strengthen decision-making and organisational efficiency.

Position Overview: Knowledge Management Specialist

Position: Specialist: Knowledge Management
Salary: R885,864.14 per annum (plus benefits)
Location: Hillcrest, Pretoria
Type: Fixed-term contract until 31 March 2030

This is not a short-term role. The successful candidate will become an integral part of PSETA’s strategic transformation journey over the next five years, ensuring the organisation becomes a model of excellence in knowledge sharing and digital innovation.

The purpose of this role is simple yet profound — to provide specialised expertise in creating, managing, and applying knowledge and information across the organisation, ensuring that information becomes a tool for strategic impact rather than a stored asset.

Key Duties and Responsibilities

1. Coordinating Knowledge and Information

The Knowledge Management Specialist will support the implementation of the PSETA Knowledge Management Strategy, working alongside leadership to ensure that knowledge sharing becomes part of the organisational culture.

You’ll help drive change management initiatives to promote collaboration and continuous learning across departments. From implementing practical knowledge management tools to creating awareness programs, you’ll ensure that information is accessible, useful, and applied meaningfully in decision-making.

Key functions include:

  • Developing and implementing knowledge management policies and strategies.
  • Providing support to ensure the execution of the organisation’s Balanced Scorecard initiatives (BSC).
  • Preparing quarterly and annual knowledge management reports to track progress.
  • Supporting organisational innovation by improving existing information processes and digital systems.

2. Developing Knowledge Management Architecture

In the digital age, an organisation’s architecture for managing knowledge is just as vital as its physical structure.

As the Knowledge Management Specialist, you’ll lead the design and execution of PSETA’s Knowledge Management Architecture — the framework that determines how information is stored, shared, and utilised.

Responsibilities include:

  • Mapping and implementing the organisation’s knowledge management architecture.
  • Ensuring proper governance structures are in place to manage information integrity.
  • Collaborating with ICT teams to introduce new knowledge-based systems and tools.
  • Conducting ongoing evaluations to ensure that systems remain effective, secure, and up to date.
  • Facilitating research and benchmarking initiatives to align PSETA’s systems with global best practices.

This role requires a professional who enjoys problem-solving and innovation — someone who can balance technological efficiency with user-friendliness and data governance.

3. Governance and Risk Management

At its core, this role supports institutional governance. The Knowledge Management Specialist will play an active role in ensuring compliance with all relevant regulations, including the Public Finance Management Act (PFMA).

Key governance responsibilities include:

  • Maintaining a departmental risk register and monitoring all identified risks.
  • Implementing audit findings and action plans.
  • Promoting a strong culture of transparency and accountability within PSETA.
  • Ensuring compliance with Section 51 of the PFMA, preventing irregular, fruitless, or wasteful expenditure.

By maintaining robust governance systems, you’ll help safeguard PSETA’s reputation and ensure efficient, ethical management of public funds.

4. Stakeholder Relationship Management

Building meaningful relationships is a cornerstone of knowledge management.

In this role, you will collaborate with both internal and external stakeholders, facilitating dialogue, partnerships, and knowledge-sharing initiatives that strengthen the public service sector as a whole.

Your responsibilities include:

  • Representing PSETA at stakeholder meetings and knowledge forums.
  • Facilitating communication and collaboration across departments.
  • Managing relationships in accordance with policy, procedure, and ethical standards.
  • Advising management on internal and stakeholder-related matters.

This role calls for excellent interpersonal and communication skills — someone who can confidently navigate multi-stakeholder environments with professionalism and diplomacy.

5. Financial and Resource Management

While this role focuses on knowledge management, it also carries an element of financial accountability.

As the Knowledge Management Specialist, you will contribute to budget preparation and ensure that all knowledge management initiatives are executed efficiently, economically, and transparently.

You’ll also be responsible for:

  • Monitoring expenditure against budgetary limits.
  • Identifying cost-saving opportunities.
  • Ensuring compliance with PSETA’s financial management guidelines.

Minimum Requirements

To be considered for this position, applicants must meet the following minimum qualifications and experience:

  • Bachelor’s Degree (NQF 7) in Information Sciences, Knowledge Management, or a related field.
  • Bachelor’s Honours Degree (NQF 8) in a similar field will be an advantage.
  • Up to seven years of relevant experience in Knowledge Management or a similar role.
  • A valid Code B driver’s licence.

Essential Skills and Competencies

The successful candidate should demonstrate strong strategic, analytical, and interpersonal skills, including:

  • Strategic Thinking and Planning
  • Time and Project Management
  • Decision-Making and Problem-Solving
  • Interpersonal Communication and Teamwork
  • Creativity and Innovation
  • Conflict Resolution and Adaptability
  • Supervisory and Leadership Abilities

These skills are not just checkboxes — they are critical to driving innovation, promoting learning, and creating lasting institutional value.
